Secondary Defender Plays
(IAABO Manual pg. 32)
The Lead is responsible for identifying potential secondary defenders in anticipation for block/charge plays. When a player drives to the basket, the Lead has primary coverage for plays in the lane area when it involves a secondary defender.

One of the main purposes for these specific guidelines of officiating primary and secondary defenders is to reduce the number of double whistles that occasionally happen during drives to the basket. In order to prevent conflicting rulings should a double whistle occur, officials are reminded to display the “stop-the-clock” signal, make eye contact with one another, and then the responsible official will display the type of foul signal.
