Switch after Technical Foul (Cof2)
(IAABO Manual pg. 77, Section A.12)
|
After a technical foul, the ruling official will report the foul to the official scorer, then become the Trail during the administration of the ensuing free throws. Once the free throws are completed, the ruling official will remain at the Trail position and be responsible for putting the ball in play at the division line opposite the table.
The rationale behind this change was to ensure the ruling official would not be positioned as the Lead in front of the team’s bench that was just assessed a technical foul. By making the ruling official the Trail during the administration of the free throws, will guarantee the ruling official will be positioned opposite the table away from the bench area. This will be especially beneficial if the technical foul was assessed to a member of the coaching staff.

IAABO Constitution Committee – Proposed Amendments
|
The proposed amendments below to the IAABO Constitution have been approved by the Constitution Committee and the Executive Committee. Pursuant to the notice provisions of Article XI of the Constitution, these amendments will be presented to the International Assembly for adoption at the Spring Meeting in Ocean City, Maryland, on Sunday, April 10, 2022.
Art. IX – Executive Committee
Sec. 2. Qualifications
Presently reads: In addition to the officers, twelve (12) members of the Association shall be elected to the Executive Committee, subject to the requirements set forth in Section 1 of this Article as follows: (1) One (1) member shall be elected from each of the ten (10) geographical regions set forth below; (2) Two ‘At Large Members’ shall be elected as follows: One (1) At Large Member shall be elected at the 2018 International Assembly meeting – designated ‘At Large A’; and One (1) At Large Member shall be elected at the 2019 International Assembly meeting – designated ‘At Large B’. NOTE: An ‘At Large Member’ means a member who does not reside within any of the ten (10) Geographical Regions. Any member of the Executive Committee not in attendance at two consecutive meetings of the Executive Committee without cause shall be replaced by election at the next meeting of the International Assembly.
The geographic regions are as follows:
1. State of New York
2. Commonwealth of Massachusetts
3. State of New Jersey
4. Commonwealths of Pennsylvania and Virginia
5. State of Colorado
6. States of New Hampshire and Vermont
7. State of Maryland (except Montgomery County)
8. State of Connecticut
9. All Provinces and Territories of Canada
10. State of Maine
Proposed amendment: In addition to the officers, twelve (12) members of the Association shall be elected to the Executive Committee, subject to the requirements set forth in Section 1 of this Article as follows: (1) One (1) member from each of the ten (10) geographical regions set forth below shall be elected; (2) Two ‘At Large Members’ who do not reside within any of the ten (10) geographic regions shall be elected. Any member of the Executive Committee not in attendance at two consecutive meetings of the Executive Committee without cause shall be replaced by election at the next meeting of the International Assembly.
The geographic regions are as follows:
1. State of New York
2. Commonwealth of Massachusetts
3. State of New Jersey
4. Commonwealths of Pennsylvania and Virginia
5. State of Colorado
6. States of New Hampshire and Vermont
7. State of Maryland (except Montgomery County)
8. State of Connecticut
9. All Provinces and Territories of Canada
10. State of Maine
Rationale: Removes references to the ‘At Large A and B’ Executive Committee representative positions as well as references to 2018 and 2019. These references were used as guidance when the Association transitioned to the new two At Large Executive Committee representative positions. As the two current At Large Executive Committee representatives are in place and in the Executive Committee election cycle, these references are no longer necessary.
Art. X – Committees
Sec. 1 – Standing Committees
Presently reads: The following shall be the standing committees of the Association:
1. Audit and Budget
2. Board Relations & Policy
3. Constitution
4. Life Membership
5. Membership Development
6. Rules Examination
7. Officials Education & Development
8. Women’s Coordinating
Proposed amendment: The following shall be the standing committees of the Association:
1. Budget & Finance
2. Board Relations & Policy
3. Constitution
4. Life Membership
5. Membership Development
6. Rules Examination
7. Officials Education & Development
8. Women’s Coordinating
Rationale: One of the stated purposes of the Audit & Budget Committee in the Board Relations & Policy Manual is the preparation of a proposed budget in consultation with the Executive Director. The committee has never had any audit responsibilities as that term is used in an accounting context. This amendment deletes the term ‘Audit’ from the committee’s name and replaces it with ‘Finance’.

|
Rhonda Repshire, far left and Cassie Hameling

Officiating has always been a boys club, but women are slowly making their way into the profession.
On Jan. 27 at Palisade, three women — Rhonda Repshire, Jamie Dunn and Cassie Harmeling — made District 51 history when they refereed a high school varsity basketball game.
“There are young women out there who may be interested in this. We want to continue to encourage them and just get the word out that they can do this,” Dunn said. “We want to tell them, ‘Hey, this is a cool thing. There are women who are doing this and you do it long term and hold your own.'" Click here to read more.

Officially Human; Behind the Stripes LLC (OH) was founded by Brenda Hilton as a grassroots effort to "humanize" sport officials in all sports at all levels. Brenda has spent close to 20 years working with sport officials and coordinators at the DI level and grown to appreciate them for all they do for our youth and young adults. OH is currently working with 12 high school associations (with more on the horizon) across the country to survey officials at that level, gathering information to take back constituents and participating states in hopes of building a nationwide campaign. To date, 16,000+ officials have shared thoughts and ideas on how to address the issue.
OH currently has sportsmanship banners available for purchase to be displayed at venues; they can be customized with the venue logo.
